The people supporting the Government’s position above quite clearly are not from the chalk face of the pub industry. If they were, their position would be less academic. But their tone of balance in support of self regulation against the more vociferous justifiable outrage of those being shafted points to another, more satisfactory way forward: IF, as they say, the apparently weak government response leads to swift change without regulation; there is nothing to prevent implementing legislation now while applying the rigours they assert will produce results immediately.

Given the performance of tied pubcos to date – Do a belt and braces: enforce as Davey says now and at the same time move hard on implementing statutory regulation.
