Fullers are in the embarrasing position, as are all the smaller brewer / pubcos, of not being able to speak out against absolutely dreadful interpretations of the tie elsewhere in the industry - while cheekily applying some of the principles quietly on the side in their own back yard.
Such is the duplicitous nature of this industry - everyone scratches everyone elses' back even when they hate each other.
The answer is simple but no government has the balls to implement it: Legislate the tie out of existence, allow a free and fair market to flourish for the first time in history; see external investment come into the industry and stay there in the bricks and mortar instead of being syphoned off by pubco practices and see pubs begin to stand up for themselves and the consumer get a better deal.
