Neil Robertson is to be applauded for highlighting progress in this way. He's saying the timetable is being met, with a few 'justifiable' hiccups of delay, and that all will be well come next July. This being the case, subject to what he reports in November, he seems simply to be laying down ground making it clear that if reforms are not ALL satisfactorily in place by July 2011 then pubcos should expect the guillotine of legislation to fall on the tie with all speed. IF there's a pubco left standing by then of course.
