Is one of those gem statments like "beer flow monitoring equipment can distinguish between the density of water and beer" and "it is not in our interests to see licensees go out of business, we do everything in our power to support them".

Statements which, at best, have no evidence to back them up but which are so emphatic a soundbite they lodge in the mond of the unsuspecting listener and become 'truths'. Like Santa Claus, the Bogey Man, JuJu, Big Foot and George's dragon.

Surprising how many people take it in and believe it.
