The PICAS committee: "You say they breached the SPIRIT of the Code of Practice? NO!"

Capped fees enable tenants/lessees and Pub Companies/Breweries to resolve disputes in a fair and timely manner." Is how they describe themselves but the outcomes are just as suspect as the laboured grammar employed on their front page.
