'Right to Buy may not stop pub closures'

What better argument is there for the need for a well funded, pub trade experienced and independent body to consult, advise, guide and scope out the future of local pubs where communities have the will but not necessarily the way to re-establish and develop their functions to serving as local social and community hubs?
