If anyone is truly 'encouraged' by the trade's progess on the beer tie it has to be akin to the lines of diplomacy describing being 'positively impressed' at improvements in human rights abuses when a tinpot dictatorship stops shooting people randomly in the streets during a pogrom and begins faking criminal charges against innocents before carrying out public executions. A thin veil of legitimacy provided by paperwork and administrative procedure.

'It would seem there is still room for improvement, time will tell'.
