Private Eye got hold of this finally and did a good brief summing up of the state of affairs:

"There could be a way out of the mess. The Fair Pint Campaign, a group of publicans who actually like pubs and want the beer tie abolished, is calling on the government to use its majority shareholding in RBS to force the bank to offer commercial mortgages to individual tenants. Then they could buy RBS’s unwanted pubs.

Offering secure property loans to small businesses? Acting like a proper bank? It’ll never catch on."
