Whether you have bought out or not - they are not supplying you beer and essentially trying to stop you trading. This is not good business practice. PLUS you didn't buy out anyway did you. You must just front them out and tell them to shove it. Ultimately there's nothing they can do unless they photograph an out of tie delivery being made and count the stock. Relying on brulines is just a long arm bullying thing they use to threaten people with - many pay the fines even when they have not bought out because they think it'll be less costly than fighting them through the courts.

PLUS whether you have bought out or not the fine is not enforceable. The brulines data is not accurate nor is it weights and measures compliant. PLUS look at your lease to see where you agreed to be fined for discrepancies on brulines data. Can you find it?

Ask them to put the volume of discrepancy in writing with the associated figure of their loss they want to fine you for. Ask them what their profit per brewer's barrel is.

Keep everything in writing. Make accurate but brief notes of all meetings and phone calls with them. Write to them and say that you have no option but to buy beer from an alternative source because they are denying you supply and this is threatening your business and livelihood - and their ability to earn a profit out of your business.
