No power as such to impose regulation. What the BEC can do is make recommendations about what should happen next. They can recommend that OFT Competion Comission and so on can call inquiries and indicate where the inquiries should start and what they should be loooking at. Apart from that, aas far as I know, there's nothing they can do to impose direct change.
